Eligibility Requirements
T he Navy Presidential Unit Citation was authorized by President Franklin D.
Roosevelt Feb. 6, 1942 Executive Order 9050
(reference (aa)). It is issued in the name of the President of the
United States as public evidence of deserved honor and distinction to any
organization, detachment, installation, ship, aircraft, or other unit for
outstanding performance in action. It is awarded to units of the Armed Forces of the United
States and cobelligerent nations for extraordinary heroism in action against
an armed enemy occurring on, or after, October 16, 1941, for U.S. Navy and
U.S. Marine Corps units. The unit must have displayed such gallantry,
determination, and esprit de corps in accomplishing its mission under
extremely difficult and hazardous conditions to have set it apart and above
other units participating in the same campaign. The degree of heroism
required is the same as that which would be required for award of a Navy Cross to an individual.
The Navy Presidential Unit Citation is the highest navy unit award.
Following individuals are authorize:
- Military personnel: All personnel permanently assigned or
attached to the cited unit who were actually present and participated in
the action(s) for which the unit was cited are authorized to wear the
ribbon permanently. Transient, limited active duty for training (less than
30 days), special active duty (of limited duration), and temporary duty
personnel assigned to the cited unit are normally not eligible.
- Civilian personnel: when specifically authorized by Secretary of
Navy, may
wear the appropriate lapel device, point up.
- Reservists who receive unit awards as civilians, are not eligible to
wear the ribbon bars on their military uniforms.
