Eligibility Requirements
T
he Navy and Marine Corps Commendation Medal is authorized by the
Secretary of the Navy, January 11, 1944. The Navy and Marine Corps Commendation Medal
awarded to individuals (including foreign military personnel) who, while
serving in any capacity with the U.S. Navy or Marine Corps, distinguish
themselves on or after 7 December 1941, by heroic or meritorious achievement
or service. To merit this award, the acts or services must be accomplished or
performed in a manner above that normally expected, and sufficient to
distinguish the individual above those performing similar services as set
forth in the following:
- For Acts of Heroism. Worthy of special recognition, but not to the
degree required for the Bronze Star Medal when combat is involved, or the
Navy and Marine Corps Medal when combat is not involved.
- Meritorious Achievement or Service. A single achievement or a period
of service worthy of special recognition, but not to the degree required for
the Bronze Star Medal or Air Medal when combat is involved, or the
Meritorious Service Medal or Air Medal when combat is not involved.

Combat Distinguishing Device. The Combat Distinguishing Device may be authorized
for this award.

the "V" device is authorized if the citation is approved for valor (heroism) in a designated combat area.
Precedence
The Navy and Marine Corps Commendation Medal shall be placed in precedence after
Joint Service Commendation Medal and before Joint Service Achievement Medal
.

LBC SUGARWALL CIVILIAN HAD BEEN SHOT AND LEFT IN A CONDO RIGGED WITH AN IMPROVISED EXPLOSIVE DEVICE.
DISREGARDING HIS OWN SAFETY, HE RAN TO THE CONDO AND EXTRACTED THE CIVILIAN. SUDDENLY, THE
EXPLOSIVE DETONATED, WOUNDING
CAPTAIN A. KEITH. UNDAUNTED, HE
CONTINUED TO SAFETY, SAVING THE CIVILIAN'S LIFE. BY HIS UNSWERVING
DETERMINATION, WISE JUDGMENT, AND COMPLETE
DEDICATION TO DUTY, CAPTAIN A. KEITH REFLECTED CREDIT UPON HIMSELF AND
UPHELD THE HIGHEST TRADITIONS OF THE MARINE CORPS AND UNITED STATES NAVAL
SERVICE.
